Good luck welding the hull....thanks to the black crud Marinette sprayed on the inside of the hull you or someone you pay will spend plenty of time scraping and cleaning the hull free of that stuff. Clamp two stainless flanges together aligning the weep holes and run a drill press through the weep holes a few sizes larger in diameter. Cable replacement is the only solution. There are also tension adjustment on the throttle controls. Not sure if there is tension adjustment for the clutch controls.

Generally the 2nd waste cap on the deck was for overboard pump out. Marinette or the dealer, cant remember which provided a short 3 ft hose, with a threaded male end that screwed into the 2nd cap (usually black). Crank up the macerator pump and out she blows. 28' can have 2 plugs. Our 1989, 28 had another plug in the engine room by the bulkhead. I think plug placement and quantity depends on the year. The later models had 2 physically separate bilges.
