Where my boat is located, Our AT&T reception is poor, so sometimes calls come in, sometimes they don't. I'm talking inside the cabin.

"bearing plate bolts and nuts"?? there are on bearing plates on rudder unless yours is a lot different than mine. There is a swivel with bolts in on the rudder arms.

On my 37 aft cabin, The area forward of the Engine compartment is completely separated, "no water exchange". Therefore a bilge pump in engine compartment & one in forward area.

If I understand correctly, you are on the hard. Did you remove the drain plug? If so there is something covering the opening. There shouldn't be that much water in boat, in fact none!
The shaft packing is a separate issue.
