Here is a source for the correct wire for your water heater install.

I would use 12 ga since a heater can draw 1,500 watts.

This is an A .C.voltage test.
Set to AC
1 lead to ground other in the water...

First THIS PROBLEM IS NOT A DC LEAK. This is an AC leak VERY VERY VERY DANGEROUS!!!! Your CAPAC works on DC and is very small neg. current between the Anode and the Cathode.
