This may be slightly off subject of tank removal, but if you're undertaking such an effort, you may want to consider a dual sender system in each tank when you're reinstalling. I believe the motor is probably shot. You may be able to dismount it and take it to an electrical repair shop. I'd call around first. It's likely the armature is shorted.
