Gasoline vapor by itself will not burn (explode the container). >92% air must be present in the mixture. I think "extra ventilation" in the gas tank is not a good idea. Personally I don't think (almost) completely empty is the right choice. Don't worry so much about 12 volt setting off gas...

My Express has a FB and the lower wheel is on the starboard side. My '68 was the same way. I motor from the lower station mostly because I interact a lot with the crew. Also, my deck hand is a Spaniel and he goes mental if I disappear up to the fly bridge.

Also might check the engine ground connection to the starting battery, on the engine end. This has troubled me more than once with the starter.

Not sure what it means to drop rpm at high rpm. You mean it doesn't reach the same rpm?
New distributor. Timed at idle I assume. Are you timing the advance at 3000 rpm also? Mechanical advance?

Where the old refrigerator was I put a microwave/convection oven under the counter. It's a much better location than up high as far as not spilling hot stuff all over you. Below that I put in two sliding open drawers for cooking utensils.
