Clamp two stainless flanges together aligning the weep holes and run a drill press through the weep holes a few sizes larger in diameter. The factory size diameter is so small they get clogged up and don't drain. Plus the old rubber gaskets would sink up into the weep hole. The hard starboard will not do that but a larger hole will aid in flushing debris out.

I used nylon washers that were about 1/8" thick under each screw and did away with the full gasket. I can spray the garden hose under each flange and blow out the dirt (allot of dirt collects under there). Also be sure to seal the screws with 4200 or something similar.

All my flanges have been tight and corrosion free for 10+ years since doing this.
