I just could not get it opened with the "key". I will try some PB Blaster tomorrow.
Does anyone have any suggestions? The groove in the cover is chewed up a little but I just couldn't get it to turn at all.
Thanks in advance.

Your use of PB Blaster is q good start. Hope the cap wasn't cross threaded when last inserted nor mechanically tightened down. If unable to free after PB applied, you could try radid tapping with a ball peen hammer on the cap while applying force on key. The vibration may provide enough leverage to turn the cap.
It may be necessary to fabricate q long handled square shaft key that would give you the ability to put a crescent wrench on the shaft for greater torque. This could be used alone or in conjunction with vibration force as well.
Note - vibration force must be light so that the threads are not deformed (making the problem worse!)

Re: Waste port on deck is stuck.
Tried tapping a little bit with no luck. It is hard to get a good purchase on that style of cap.
Did not have c wrench with me (yet another tool that needs to stay on boat)
Thanks for the input.
Last ditch effort will be to drill a couple holes in cap, insert some grade 8 bolts and use the flat bar option betwixt the bolt heads.

Re: Waste port on deck is stuck.
I remember there used to be an automotive product that produced the same effect as ice, came in a spray can and drastically cooled the part you would be attempting to break loose. Not sure if our friends at the EPA outlawed it or not. Another trick we used to do in the automotive field was to spray the part with Freon, worked great but not very legal. If you try the ice trick, after it has cooled down, then tap it with a hammer, should work. Is it the chrome style, or plastic?

If you want to freeze it, buy a can of canned air and spray it upside down. Get really cold fast.
You may want to go behind the fitting and disconnect the hose and unscrew the whole fitting and replace it.

Great idea about holding the can of air upside down. I will try that for sure.
MetalHead
I have thought about that as well and will see if my marine parts store has one in stock.

Update
That sumbi**h was stuck.
Hit it with Minus 62....no joy.
PB Blaster once...twice...three times while addressing bilge pump issues.
No joy, until I turned to the right. IT TURNED!!
I then thought, is this a right hand thread. No it is not.
Finally beat that thing into submission with a flat blade and linemans pliers. Fortunately, for me, the replacement (some form of plastic / synthetic) cap I bought fit.
Now to hunt down the bilge pump(s) issues.
Thank you one and all for the suggestions.
