Any idea what this is?

Any idea what this is? Through hull it appears on port side behind fuel tank. Has a electric cable made from a extension cord running into the aft head. Extension cord appears to be going around or I to the fitting? Hose on fitting goes through a valve into a dead head with a deck fitting and lid like for water, fuel, waste.
I have no idea what this is.

This is a disaster !
This appears to be an illegal waste dump
Not only illegal it was improperly plumbed using a gate valve..
Extension Cord wiring probably was going to a macerator pump either way needs to be removed!

Now approved MSD type I systems can be used on the Cumberland/Ten rivers.
No direct discharge is approved.
Most fresh and coastal waterways are NDZ zones which means ONLY MSD III (holding tank)

I was thinking it must be a waste dump but I have no idea how the PO used it with it all the way in the aft of the boat. There is a newer holding tank and also a macerator plumbed into the waste pumpout fitting on the deck. Although it's not hard wired into a switch and appears you have to physically connect it to the battery for use. I will be adding a switch/relay to that once we have the big projects finished.
Thanks for the input and it looks like I'll be doing some deconstruction.

I can't get the pics to open any larger. Is there a heat tape wrapped around the thru hull with electric cord to keep it from freezing in the winter? I may be totally off since I can't see the pics well enough to determine what they are. I assume the thru hull is going to out the hull underwater? Vs an opening on the deck? If its an opening on the deck there wouldn't be a need for heat tape.
Can you find where the other end of the extension cord connects?

I will try to post some better pics I just realized how terrible they are. I must have used a too low resolution. Everything is wrapped in duct tape I plan on removing it all as soon as I get a chance. That's a very good input and sounds logical. I'll try to fix the pics.

It looks like the hose coming off the gate valve is plugged and stopped. Id assume no longer in use. Im guessing they possibly couldn't get the gate valve to close off so they capped it with the only thing they could find to fit which is the deck fill. I think i would chase down those hoses and remove the duct tape and see what is there. I'm guessing if the gate valve seized up (which is why ball valves are so much better) they just plugged it, used duct tape to wrap heat tape so the inlet wouldn't freeze and bust. If that is the case, I'd look into removing that failed gate valve with a ball valve. Actually would be better to remove the thru hull and have the hole welded up.
