Robalo220 is dead on. Gate valve is seized up, heat tape on inlet and wrapped with insulation and duct tape. Hope to cut it off, put on a ball valve and check into seeing if I can get a plate welded on. The plate may be tough to get done but I will check into it.

Legend, glad to hear you've got it figured out. Plate would be great. Good aluminum guy should be able to fix you up. Not cheap but best way to go. You could unscrew the gate valve and replace with the ball valve and leave it shut. But do you really need that thru hull to remain? Glad to be of any help.
