I used nylon washers to left the base enough so water could flow beneath it. That keeps corrosion from occurring.

This setup was trouble free for at least 10 years, with every railing joint as tight as it was when I first did them.

Any advice on the length of rivet nut to use, or the thickness of the deck?

I used 10-24 alum rivet nuts with nylon washers between the deck and base. Used Harbor Freights tool and had no problems at all. I bought two before I started as at that time we didn't have one closer than 80 miles. Gave the unused one to my son to use on the rails on his 37 FB. I don't remember the length on the rivit nuts but have spares at the boat and should be down one day this week and will let you know. Made a remarkable difference in the stability of the railing and went much faster than I would have thought. Was able to buy rivet nuts, washers and SS screws locally from Fastenall.

Meant to add, added a dab of silicone to each screw before inserting

Looked in my file for rivet nuts info in vain. Doh! Seem to recall they were about a 1/4 inch grip length, which would work well withy the deck thickness. Got mine from McMaster-Carr--nice people to deal with. The #10 thread size is all you need and works great.
