Rudder alignment concerns

I am a first time Marinette owner. I purchased a 1986 28’ Sportsman single screw last year. While prepping the bottom this month I noticed that the rudder is not in straight alignment with the propeller, it is set at a slight angle. I was told that this is by design to allow shaft removal. Can anyone confirm this for me?

That's so you can pull the prop shaft out. The twins are similar.
