I got my new to me 1978 28 express out this past weekend and my Capac is reading around .4, less than the "protected value" on the guage. Is this a problem? If so any suggestions on where to go would be appreciated.

While readings a little below the recommended range are not so fearsome in fresh water, .4 is still on the very low side. Check zincs (clean, not eaten away beyond 50 percent, firmly attached metal to metal) and make sure the shaft is isolated.

Do all the above. Many of us use a Mag. anode in fresh water and hang it over the side while at the dock.
There are available at boatzincs.com
The mag. anode will help save your fixed anodes and the mag.
Also check the calibration of your CAPAC meter. There is a small adjuster on the face of the plate. Use a digital volt meter (remember you are measuring negative volts. Connect your leads to terminals on back of the CAPAC and compare readings. Do not be surprised if the readings do not match.

Bill, haha, very funny. Thanks to the rest of you for the useful posts. I will check it out. I trailer the boat for now, but will probably leave it in the water for a week or two at a time once I have all of the bugs worked out so I want to make sure I'm in good shape. It almost looks like the hull was painted under the keel anodes... wondering if that is the issue.

If that's the case, you may have found the problem. The anodes must be in contact with bare metal.It almost looks like the hull was painted under the keel anodes... wondering if that is the issue
