I have one PM stuck in my outbox as well from three weeks ago.
Couldn't respond to your post, it is an admin notice.

I've had the same issue, however it seems like my messages have sent but one still remained in my outbox too...

I have had the problem as well. Sometimes it works very slow, sometimes it never goes.

They show in the outbox until the person reads them. Strange I know !!

With MetalHead's notation above, you can use this as sort of a "message has been read" alert, similar to AOL's system for emails sent to other AOL members. A backdoor "email receipt".
