LOOSE WIRE NEAR ALTERNATOR

Fellow Marinette's,
I was reaching for the port 440 engine oil filter on my new to me M-39 when a spark flashed only to find a loose red wire near the alternator. Further investigation found the wire connected to a "MAR-70A alternator filter" silver box (photo's attached). When the Marina personal launched my boat this spring they noticed a high voltage reading that I have been unable to duplicate. So, the question is the silver box the regulator that could be causing the high voltage reading and where does the loose red wire connect to?
