I don't think I need the biocide or the ablative because if it lives out of the water except while in actual driving-around use, there should not be fouling to worry about. The anti-foul paint seems short lived. However, the paints that are for topside say don't use below the waterline. The epoxy barrier coat primer is durable, but needs a topcoat to stay durable, I think.
I'd really like a smooth, long-lasting paint job. I would have thought epoxy would do that, but ...?

Forgot to mention that water is salt (bay).

I'm not sure you need anything. Bare aluminum protects itself. But if you want color, why not just paint with the cheapest anti-foul color to go over and perhaps protect the primer coat as you mentioned.
