My guess is it is an old Coast Guard Documentation Number. Cannot see the format but it should be NO then the number. Looks like old house address numbers not factory numbering. safe boating, dave None

It does look like an improperly done USCG #--they are supposed to be engraved into a beam that is easily accessible. The plastic boats have to have it glued on. Those of us with real hulls engrave them into the first visible support when the "main" hatch is open. I took that to mean the engine hatch. It's a USCG "Official Number", need to do it to get documented. I went through this a year ago. § 67.121 Official number marking requirement. The official number of the vessel, preceded by the abbreviation ‘‘NO.’’ must be marked in block-type Arabic numerals not less than three inches in height on some clearly visible interior structural part of the hull. The number must be permanently affixed to the vessel so that alteration, removal, or replacement would be obvious. If the official number is on a separate plate the plate must be fastened in such a manner that its removal would normally cause some scarring of or damage to the surrounding hull area.I cut the numbers out of a rectangular alu piece and had it welded to a frame.
