I've been upgrading wiring and discovered that there isn't a ground strap from the fuel tank to the hull. The tank uses a mechanical fuel gauge. Is it necessary to ground the fuel tank to the hull?

Absolutely!

but grounds can be accomplished by say a strap of conductive metal hold down bolted to the hull or a continous metal fill pipe that is screwed to the deck.

I replaced my steel fill pipe, that had rusted through and salted my tanks with lots of rust, with 1.5" alu conduit. I had to use two short pieces of rubber gas hose. One to join the fill pipe to the tank and another to join the deck fill to the fill pipe. I had to bond my tank and the 4" deck fill fitting. The fill pipe itself I had U-bolted to the hull at both its upper and lower ends.
