I'm swinging 17 inchers on mine, but I have 1 1/4 " shafts and 1.52:1 reduction trannies. Since your props are 14 inchers, that would indicate you have 1:1 trannies.
Something is off if that's as fast as yours will go. Even with 318s, a 32 footer should top 30 mph--all things correct. My 32 footer, with the flybridge still on (360s), did 32 mph easily and cruises effortlessly at 20 mph.
The "usual suspects" (from one of my favorite movies) are: props out of whack (bent, wrong pitch, etc.), excessive growth on the bottom, carrying too much people and 'stuff' (you'd be surprised how all that junk adds up). bad tune on the motors (stuck spark advance), secondaries not opening all the way, miss-fire, not timed correctly, low compression, bad gas, collapsed exhaust hose(s), and a few more. All have to be tracked down.
