Will concept pass surveyor inspection?

On the topic of the idea I have for a propane(tankless) hot water heater see the rendering on the later pictures on my photo-sharing site: http://s1216.photobucket...dd377/projecthouseboat/
I am considering asking a surveyor about this to see if it will pass a surveyors inspection since someday I may need to get this done anyways. Any initial thoughts or suggestions? I did contact a local (inland) surveyor who told me to just read over the AYBC standards.
Also, I am ready to install the thru hulls (Maeleron type) exactly how do you do that? Does the paint have to be stripped around the mushroom part? I'm planing on using 5200 sealant around that critical area (on the inside and out.) Thanks, summer rains to start soon.

Below the waterline I would clean the areas up just to check & see if there is any corrosion than use a etching on the bare AL. along with a Barrier coat, than a primer.On the inside I’d get rid of the goop they put in for sound deading in the area for good seal. In my humble opinion I think 4200 would B sufficient it’s more forgiving if U go with 5200 have a lotta rags handy.Anxious Above the waterline I’d just use a good silicon sealant on the inside, as not to mess up the exterior paint that should be plenty above the waterline. AnyWho my ½ penny’s worth Boo hoo!
